Land tenure systems and statuses in Morocco

In recent years, the importance of strengthening the linkages between agricultural and land policies has become increasingly evident in Morocco. Land tenure systems governing agricultural land play a decisive role in shaping key agricultural development objectives, including the enhancement of farm productivity, the promotion of private investment, and the redistribution of land resources. 

The constraints inherent in Morocco’s land tenure regimes have long been identified as major factors contributing to the underdevelopment of the agricultural sector, while the corrective measures implemented to date have remained largely insufficient in relation to the scale of the challenges involved.

This paper seeks, on the one hand, to stimulate dialogue among relevant stakeholders and, on the other, to contribute to a nuanced identification of the fundamental land-related issues in rural areas, as well as the operational mechanisms required for the effective implementation of agricultural development policies and the associated needs in terms of research and institutional frameworks.
